10,000 Friends of Greater Sydney (FROGS) makes this submission based on findings from the Sustainable Transport in Sustainable Cities project undertaken by the Warren Centre at Sydney University in which members of FROGS were involved and which FROGS has the carriage off to fruition; and subsequent work by FROGS in pursuit of that task. The reports are an integral part of the submission.

The meeting at Castle Hill was a great success attended by 60 people including Members of Parliament and Local Councils, FROGS Directors, Members, Friends and supporters.
The meeting was chaired by Professor Michael Dureau and the welcoming remarks were made by the Baulkham Hills Shire Council Mayor Sonya Phillips. Important points emphasized were :-
- The NW Rail link needs all the support it can get from FROGS but it appears to have slipped to 2015/17
- Inequitable Road Tolls for NW residents, ie very different charges per vehicle – km on different toll roads
- Need for upgrade of Showground Road with offers of finance from Council
- Other local roads in dire need of work
- Review the second Hawkesbury crossing and divert traffic away from Pennant Hills Rd
- There are 2.7 cars per household in the region and only 4% use public transport to work because there are no other options
Ken Dobinson a FROGS director provided a profile of FROGS and its genesis in the Warren Centre. Other points were:
- Travel is increasing faster than population growth and funding is not following the travel demand
- The importance of Land use planning as transport is a derived demand
Bob Meyer of Cox Richardson gave us a wonderful trip through history to understand why we are in the current situation. His points were:
- It took 28 years from land acquisition to the final development at Rouse Hill Centre which opened last week
- The population of the NW region will grow to 700,000 by 2051
- The Greater Western Sydney sees the centre as Parramatta but attempts to enshrine this have been on and off
- He spoke of the Crescent of High Tech Industries from the CBD through North Sydney, Chatswood to Ryde
- That Macquarie park could grow to become the Silicon Valley of Australia.
Chris Stapleton from Chris Stapleton Consulting described his plan for a bus Metro Web to service inter and intra regional travel needs using existing resources
His points included:
- MetroWeb bus network providing connectivity
- Metrorail network within a 15km radius of the CBD providing high frequency service
- Travel data on intra and inter regional travel and links to the CBD
WORKSHOP SESSION
A workshop session was facilitated by Ann Turner of Ann Turner Consultants Pty Ltd dividing the 63 participants into 7 groups and leaders appointed.
Groups were asked to list the three major issues they had, the constraints and the short ,medium and long term options.
A detailed report on the workshop will be provided, but in summary the local views were:-
- Under provision of infrastructure funding to the NW sector
- Poor planning and lack of delivery of infrastructure in NSW
- Need better coordination of Land Use Planning, Land Release and Transport Planning
- One Olympic style transport controlling and coordinating body for Sydney
- Inequitable tolls across Sydney region need to fixed
- Lack of integrated fare structure across Sydney
- A disconnect in the planning and delivery of services to developments
- A need for major reform of the NSW Public Service to dismantle the silos
- Need for NW rail link
In closing the Forum, the newly appointed FROGS AMBASSADOR on the Central Coast Mary Doherty of the NSW Business Chamber gave an inspiring address on the need for groups to combine to have a louder voice and the need to improve PR activities of FROGS.
She also indicated that the NW has no real media traction and we all need to combine to make the impact more meaningful.
Professor Michael Dureau closed the Forum, thanked the participants and reminded the audience that FROGS also works for a better overall environmental outcomes for Sydney in the Water, Energy and Biodiversity areas as well as Transport.

One method of transport which was discussed at the forum was Noel Child and Bruce Judd's discussion paper on high speed trains. This report presented a summary of the potential benefits of High Speed Train and Very High Speed Train technology. The report recommends a high speed train regional corridor between Newcastle, Wollongong and Newcastle initially, which may be followed by eventual extensions along the east coast to Brisbane and Melbourne and beyond to form a national rail network. Travel times on the existing rail system between the Central Coast and Sydney is about 1 hour 20 minutes. The report favours a Maglev VHST which could reduce travel times to 30-45 minutes (express - multistop).
