Almost two thirds of Australians don’t want the federal government to include fuel for buses in the carbon tax scheme, the latest quarterly national transport survey from the University of Sydney shows.

While household vehicles will be exempt from the tax, bus operators will have to pay it from 2014. In the September 2011 quarter of the Institute of Transport and Logistics Studies (ITLS)-Interfleet Transport Opinion Survey (TOPS) 63 per cent of Australians said fuel for buses should be excluded.

This result is consistent with other responses showing strong support for public transport, ITLS Director Professor David Hensher says. In each of the quarterly surveys to date about half of Australians nominate public transport as the nation’s highest transport priority, twice as many as those who say road improvements are the most pressing transport issue.

“A carbon tax will increase the cost of travelling on buses and, coupled with the exemption for household vehicles, creates a disincentive for people to use public transport. Clearly this creates a distortion at odds with other public policies to increase public transport patronage.”

Professor Hensher says Australians’ confidence in transport in their local area increased slightly on last quarter’s results, due largely to an improvement in confidence in Victoria.

Confidence about transport nationally remained constant, with 48 per cent of respondents saying transport would improve across Australia in the next five years. “We will continue to monitor community confidence each quarter,” Professor Hensher says.

The first national survey to measure transport opinions on a regular basis, TOPS is a reliable indicator of Australians’ ongoing confidence about transport in their local area and transport in Australia.

FROGS is calling for the introduction of modern single-deck metro-style trains on existing tracks.  The advantages of single-deck over double-deck are obvious.

10000 Friends of Greater Sydney  releases Rail plan strategy to take advantage of existing rail infrastructure

For too long, transport plans to reform Sydney’s ailing system have been expensive and impractical.  With this mind, The 10,000 Friends of Greater Sydney set itself the challenge of coming up with a plan that the Government could afford and was practical in the short to medium-term.

What we have come up with is a simple idea that has eluded planners for years.  The plan is basically this: we will divide  the current network into two systems using existing tracks. One track system will operate exclusively as Metro-style while the other will be a double decker system. We will also introduce state-of-the art signalling, which will see more trains per hour and dramatically increase passenger numbers.     

Once developed, this plan can be easily added to, and will see rail extensions and new lines to the east, north west, west and south west.

Following the recent Council of Australian Governments (COAG) agreement to progress national rail safety regulation, the National Transport Commission (NTC) has now outlined an ambitious national reform agenda for rail productivity.

Mr Dimopoulos said the recommendations are consistent with the findings of the intermodal, grain, coal, livestock and meat supply chain reviews completed earlier this year.  NTC will work closely with all governments to progress the reform recommendations.

One method of transport which was discussed at the forum was Noel Child and Bruce Judd's discussion  paper on high speed trains.  This report  presented a summary of the potential benefits of High Speed Train and Very High Speed Train  technology.  The report recommends a high speed train regional corridor between Newcastle, Wollongong and Newcastle initially, which may be followed by eventual extensions along the east coast to Brisbane and Melbourne and beyond to form a national rail network.  Travel times on the existing rail system between the Central Coast and Sydney is about 1 hour 20 minutes.  The report favours a Maglev VHST which could reduce travel times to 30-45 minutes (express - multistop).

The first project of 10,000 Friends is called The Sustainable Sydney Scorecard Project.  The project has been designed to develop a scorecard to assess the progress of Sydney's Metropolitan Strategy against criteria being develooped by the project team in conjunction with other groups developing scorecards. 

The first activity within the Scorecard was to undertake a Community Values Survey to assess the attitudes of the Community to public transport, medium density housing and the NSW Government’s management of sustainability issues that were originally found in the Survey of the Sustainable Transport Project undertaken in 2000.  Future sub-projects will reflect the broad coverage of the Metropolitan Strategy
